Pnoy Figure Head, GMA most qualified Prime Minister?????Roman Guerrero

View from a Point: Mark Alegre

Roman (warrior), we the people have yet to see what the Constitutional Assembly looks like? You are dreaming if GMA could swing another" hocus-pocus" with her lap dogs. We the people will not allow it!!!

If seems that your mind set is oppose to innovations that could move the nation to progress. You seem to be out of touch of reality that the bicameral congress moves too slow in a quick changing world. I'll cite few instances why Pinas is poor despite it natural resources and people.

(1) The Senate as an institution is a grid lock for legislative function; laws could be shuffled into the back burner for no action or lobbyist like the CBCP with its elitist surrogate thwarting any law propose that could lift up the nation into higher height. e.g. RH Bill,

By sheer numbers, 13 out of 24 senators could kill a bill thus at the pleasure of the president sometimes compromise and give incentive of which the pork barrel becomes a tool. Thus in essence, the senate could be use by any power foreign or domestic for special interest that doesn't benefit the majority of the people.

(2) In contrast; if we adopt a unicameral congress, the district representatives works with a prime minister in managing legislative laws in conjuction with the president who is the CEO.

(3) The role of checks and balances resides among the exeuttive, legislative and judiciary within the scope of truly independent parameters. The CEO execute all laws accordingly to preserve, protect and defend the constitution. In this regard, the CEO does not lose any power as confered in the present set up.

The legislative function act as co-equal partner in enforcing mandates in law thru full house confirmation of any nominees appointed by the president. Thus, a full deliveration of appointive position could be scrutinized in public hearings as to qualifications, integrity, honesty and commitment. With such safeguard, the accusation of patronage is minimize. It's a common practice that businesses interest contribute much to coffers of politicians for protection against the BIR where taxes are not paid honestly and protection from prosecution even getting friends in the judiciary to again use their influence in corruption.

(4)The emergence of a unicameral legislature will fast forward the federalization of the Philippies.a dream come true for the Mindanao clamour for recognition and patrimony.

The idea will not entail much but transition to three state of which the governors will be the legislators and out of the legislators a governor general or prime minister emerge to govern the State. The federalization of the States symbolizes as inscribed in our banner shows three stars: luzon, Visayas, and Mindanao,

What are the benefit of Federal Government

1. Revenue sharing-part revenue will be kept in the state for civil defense , social and economic development

2. Authonomy: foreign investments, tourism, loans foreign and local will be determine by the State ability to tax and pay. Infrastructure will be available with foreign assistance without the encrouchment of the central government. Employment placement will be enhance by tourism, decentralization of universities and colleges, a drain of local resources and convergence in the metro manila that cost are too expensive because of demand.

3 Independence- the state will in its interest prioritize projects and infrustructure according to its need.
Water sewage, ports industries that could enhance and sustain livelihood. e.g. Agriculture, poultry, cattle raising, hogs, furniture, etc..

4. Self determination- the people of the State are better in the position to govern their states where welfare, health, security and safety for every citizen is the goal.

The issue of a full integration of islamic citizenry will be enhance through peceful negotiation of all citizen within the state with no foreign intervention.

In summary, true independence will prosper when the nation will accede to a neutral country where we the people can say what is good for our country, not on the dictate of any other including the Vatican or the United States.

The remittance of OFW will sustain our needs but we the people must be vigilant to such abuses and mismanagement of our natural resources and the people.
